When we installed the Draw-Tite Hitch part # 75560 on a 2008 Subaru Outback like yours we found that the top of the hitch measured 13-1/2 inches from the ground. In most circumstances this wouldn't be an issue.
We have a ton of reviews for this hitch from our customers and none of them reported any dragging. Actually one customer said that this hitch won't be the lowest point on the car, so technically it wouldn't reduce ground clearance.

I spoke to my conact at Linxup and they informed me that mounting the Linxup GPS Tracking Device part # 300-AT3 inside a metal box could potentially interfere with the tracking signal therefore it is not advised. According to the attached installation instructions for the trailer hitch I recommend, Draw-Tite Trailer Hitch Receiver, part # 75673, the exhaust is lowered and then replaced when installing the hitch.
The instructions state that the process for lowering a single exhaust is duplicated for vehicles that have dual exhaust systems.
